What Legal Timber is
EU FLEGT Action Plan identifies a set of actions to be taken for the decrease of illegal logging and of the trade with illegally sourced timber. For the implementation of such actions it is fundamental to distinguish legally sourced wood from wood of illegal or unknown source.
The definition of legality will represent a significant component of the Legality Assurance Systems which are to become part of the Voluntary Partnership Agreement (VPA's) to be negotiated between the EU countries and the producing countries.
The long term purpose of the EU FLEGT Action Plan is the sustainable forest management in countries providing timber for EU. Therefore, a definition of legality for "legal timber" and in the development of the legality assurance systems must include the three fundamental elements of "sustainability": environmental, social and economical. The fundamental elements for the definition of legality are as follows:
- 1. Compliance with the requirements on the responsible forest management, inclusive of compliance with the legislation on environment, safety and local communities rights
- 2. Respect for property and for the right of usage on terrains and resources with no infringement as a result of forestry activities
- 3. compliance with procedural requirements on import and export
